Not exactly. It is the completion date the developer registered with Dubai Land Department. Handover to buyers usually follows completion and the building completion certificate, and developers can apply to change the date, so confirm the current schedule with the developer.

The DLD-inspected percentage is compared with the progress expected from the project's registered start and planned completion dates at the time of the inspection. More than 25 percentage points short counts as behind plan; still under construction after the planned date counts as overdue.
